Charles was born in Southampton, England, to Charles and Evie (Hogsflesh) Ratliff. He married S. Lorraine (Feasel) Ratliff on July 18, 1982.

Surviving Charles is Lorraine, along with seven children, Rita Taylor, Amy Righter, Judy Ratliff, Tonya (Rodney) Drown, Robert (Melanie) Hummel Jr., Amanda (Joe) Williams, and Leo Navia; 27 grandchildren; 38 great-grandchildren; sister, Jan Sprung; and brother, Jim (Renee) Prete; along with many great friends.

Charles is preceded in death by his parents; brothers, Eddie Chevalier, Tony Chevalier, Duke Ratliff, Jay Ratliff, Bill Ratliff, Mark Ratliff, Gene Prete, Mike Prete, and Joe Prete.

Charles was an incredible husband, dad, and grandpa. He was a man who led with his heart and always put his loved ones first.
