Bill was born February 6, 1956, in Tiffin, to the late Othmar "Ottie" and Dorothy "Dottie" (Burger) Frank. He was a 1974 graduate of Tiffin Calvert High School, where he played basketball and golf and formed many friendships, some of which would remain a cherished part of his life until his passing.
After high school, Bill worked for Webster Industries while attending Tiffin University, where he was a member of the basketball team. Bill later earned his bachelor's degree in business.
While in Tiffin, Bill worked for more than 20 years at National Machinery in the manufacturing engineering department. He later worked as a home delivery driver for Schwan's Foods and transferred with the company to Oldsmar, Florida. After relocating, Bill also enjoyed working as an associate at Target before fully retiring in 2021.
In 1978, Bill married the love of his life, Jill (Van Vlerah) Frank, and they had one son, Jason. In 2011, the three of them fulfilled a lifelong dream of theirs, to live in the "Sunshine State". Together, they spent 14 years making many great memories and enjoying the warmth and beauty of Florida.
Bill was an avid sports fan who enjoyed attending sporting events and watching sports with his family. He especially loved cheering on The Ohio State Buckeyes! He was also a fan of rock music and enjoyed attending concerts and cover band shows with his family. A little-known fact, Bill also drove for a limo service. He enjoyed putting on his black suit and hat and providing special moments for his clients.
